The short guide to environmental policy
Some have argued that the rate and scale of human-induced global environmental change is so significant that it now constitutes a new geological epoch in the Earth's history called the Anthropocene (Zalasiewicz et al, 2011; Steffen et al, 2011). More than ever, there is a need to have appropriate and effective environmental policies that address the challenges of climate change, biodiversity, food, water and energy insecurity, environmental pollution, poverty alleviation and environmental equity. The short guide to environmental policy provides a concise introduction to post-war environmental policies, bringing together perspectives from a range of fields including economics, sociology, politics and social policy. It covers a broad range of issues, including causes and effects of contemporary environmental issues, policy approaches to addressing environmental problems, challenges to implementing environmental policies and future environmental challenges. Strengths and weaknesses of the WHO urban air pollutant database
The 2018 World Health Organization (WHO) global ambient air quality database is an impressive compilation that includes PM10 (particulate matter [PM] with an aerodynamic diameter ≤ 10 µm) monitoring data for 3,570 cities in 97 countries and PM2.5 (PM with an aerodynamic diameter ≤ 2.5 µm) data for 2,628 cities in 81 countries. The database collects measurements and estimates of these fractions, which contain pollutants such as sulphates, nitrates, and black carbon, from established public air quality monitoring systems. These pollutants can penetrate deep into the lungs and the cardiovascular system, posing the greatest risk to human health. Unsurprisingly, the WHO database reports relatively low levels of urban PM pollution in high-income (HI) countries in Western Europe, the Americas, the Western Pacific, and Oceania but high levels in low-and middle-income (LMI) countries in Africa, Southeast Asia, and Latin America—where lack of funding and inadequate staffing are key barriers to effectively reducing the air pollution—and even in high-income countries in the third region. Unfortunately, politicians, organizations, and the media have used the database to draw inaccurate and misleading conclusions based on comparisons between cities, such as occurred with the 2016 version. In this paper, we investigate the strengths and weaknesses of the 2018 database with respect to several criteria (e.g., the selection of pollutants, completeness, spatial and temporal representativeness, and quality assurance and quality control) and offer recommendations for improvement.

Women in transport research and innovation : A European perspective
Several gender differences exist in the transport sector. These include accessibility to transport modes, safety and security when travelling, and the participation of women in transport research and innovation (R&I). In order to achieve sustainable and inclusive transport, planners and policymakers should consider all impacts on gender equality. This paper sheds light on two main issues which interconnect through the decision-making process. The first relates to women's behaviour in the transport system (i.e., studies the gender mobility gap). The second concerns the role of women in transport R&I, particularly the topics covered by research projects and relevant descriptive statistics of their participation in the sector. Based on a literature review, this paper identifies critical issues in the European transport sector and key European Union policy initiatives and regulations that address gender equality and transport. The European Commission's Transport Research and Innovation Monitoring and Information System (TRIMIS) is used to summarise the status and evolution of European research in addressing women's issues in transport. It also analyses the participation of women in European transport research and innovation activities. The paper assesses progress to date and identifies challenges and opportunities for women, mobility, and transport. It concludes by providing policy recommendations to overcome the major barriers to gender equality in the European transport sector and to transport research and innovation.

Low-carbon quick wins : Integrating short-term sustainable transport options in climate policy in low-income countries
In low income countries (LICs) in Africa and Asia per capita transport greenhouse gas emissions are relatively low but are expected to grow. Therefore, a substantial reduction in projected increases is required to bring emissions in line with long-term global climate objectives. Literature on how LICs are integrating climate change mitigation and sustainable transport strategies is limited. Key drivers of transport policy include improving accessibility, congestion, air quality, energy security, with reducing greenhouse gas emissions being of lower priority. This paper assesses the current status, feasibility and potential of selected low-carbon transport measures with high sustainable development benefits that can be implemented in the short to medium term, socalled 'quick wins'. It examines to what extent ten such quick wins are integrated in climate change strategies in nine low- and middle-income countries in Africa and South Asia. The research method comprises expert interviews, an online questionnaire survey of experts and policymakers in the focus countries, and a review of literature and government plans. Results indicate that sustainable urban transport policies and measures are considered high priority, with vehicle-related measures such as fuel quality and fuel economy standards and electric two- and three-wheelers being of key relevance. In existing national climate change strategies, these quick wins are integrated to a certain extent; however, with better coordination between transport and energy and environment agencies such strategies can be improved. A general conclusion of this paper is that for LICs, quick wins can connect a 'top-down' climate perspective with a 'bottom-up' transport sector perspective. A knowledge gap exists as to the mitigation potential and sustainable development benefits of these quick wins in the local context of LICs.

Electromobility in the Global South: An Equitable Transition toward Road Passenger Transport Decarbonization
This discussion paper, is the result of an overall effort undertaken by the Sustainable Mobility for All partnership, in conjunction with the UK Foreign, Commonwealth and Development Office (FCDO) and the Climate Compatible Growth (CCG) Programme. It questions whether the Global North's approach to electromobility is suitable for countries in the Global South, particularly Least Developed Countries (LDCs). It complements two other policy papers by the SuM4All partnership: (i) The Digital toolkit for Energy and Mobility, which provides useful resources to integrate policy measures toward sustainable mobility; and (ii) Sustainable Electric Mobility: Building Blocks and Policy Recommendations on policy barriers to electromobility and essential building blocks for public policy in this area. Released under the Global Roadmap of Action series (GRA)ii, these papers contribute to a deeper understanding of the comprehensive policy framework required to transition to sustainable mobility. The series intends to stimulate an informed discussion on policy choices in transport and position the SuM4All partnership more prominently in the run-up towards COP26 and beyond. This will contribute to the debate on transport decarbonization, while considering the other goals of sustainable mobility: universal access, efficiency, and safety. The SuM4all partnership outlined this comprehensive policy framework in the GRAiii, which is now being piloted in South Africa. This paper shows that the model for transitioning to electromobility in the Global North will not work for all countries, and therefore new, innovative approaches are needed so that countries in the Global South are not left behind. Many countries understand the issue and are willing to transition but the poorest countries often face demanding technological, financial, and social pressures.
